Earlier this year, FERC issued Order No. 1920, marking the first time in over a decade it has addressed regional transmission policy and the first time FERC has addressed the need for long-term transmission planning. This panel brings together experts from utilities and the public and private sectors to discuss the monumental impacts of this new rule on the renewable energy sector.

Lou Cecere
Electrical & Planning Engineer, Department of Public Service
Lou Cecere joined the Department of Public Service as a Planning Engineer in late 2021. Since then, he has developed a generation scenario planning tool for use by Vermont’s Regional Planning Commissions, created long-term progress indices in planning guidance issued to Vermont distribution utilities, and engaged in advocacy on a diversity of topics at the regional level. Previously, he worked for Vermont Electric Power Company (VELCO), where he performed long-term transmission studies to minimize renewable generation curtailment, examine electrification, and facilitate interconnection of renewables.
Josh Bagnato
Senior VP for Development, TDI
Josh Bagnato is Senior Vice President of Development for TDI, where he manages development activities, including overseeing regulatory, land, and policy. Prior to joining TDI, he worked for First Wind, managing a wide array of tasks during the development, construction and operational phases of utility-scale wind and solar projects throughout the U.S. with a focus in New England. He also held several positions within the Massachusetts Government, including serving as the Director of Renewable Energy Policy.
Sarah Adams State Policy Advisor, ISO-NE
Sarah Adams is a State Policy Advisor at ISO New England, the region’s grid operator, where she is responsible for performing outreach to government officials and other power system stakeholders. Sarah has worked in the energy industry for a decade across the private, public, and non-profit sectors. She came to the ISO with a background in land use planning, most recently supporting communities in central Massachusetts in executing their energy initiatives. Sarah sits on the Board of Directors for New England Women in Energy and the Environment where she serves as vice president and programming co-chair.
