This panel brings together representatives from the federal government, financial sector, and NGO community for a wide-ranging discussion on financing renewable energy projects including the role of public finance from federal and state institutions in facilitating private investment in clean energy, helping industrial and other large energy users transition to clean energy and spurring private investment through cheaper costs of capital, bridge finance, term finance, and accompanying infrastructure investment in transmission and development.

Robert Sullivan Assistant Director, USDOE: Onsite Energy Technical Assistance Partnership Overview
Robert is the Assistant Director for the New England Onsite Energy Technical Assistance Partnership (TAP). Robert has experience in construction management, engineering project management, and the utility industry. His role with the TAP is to conduct education and outreach with policymakers, utilities, and key stakeholders to identify pathways to accelerate the integration of onsite clean energy technologies.
Chirag Lala Director Of Energy, Center for Public Enterprise
Chirag is a doctoral candidate in economics at the University of Massachusetts Amherst and specializes in macroeconomics, finance, decarbonization, and industrial policy. His project areas include grid modernization, public energy development, and technological deployment. Chirag is currently Director of Energy at Center for Public Enterprise, where he works to advance IRA implementation and to build state capacity for development. His experience comes from academic study, research for various public service interests, and his work as a consultant.
Nick Devonshire Senior Director, Investments, CleanCapital
Nick is the Senior Director of Investments at CleanCapital – a solar and battery storage asset owner, operator, and developer with approximately $1 billion of assets. At CleanCapital he is responsible for valuation, structuring, and execution of investments, with a focus on energy markets and distributed generation policies. Nick’s connection to Vermont comes from his past acquisition of operating and developing solar and storage assets in the state, as well as the three years he spent living in Sharon, VT. Nick is a graduate of Dartmouth College and The Massachusetts Institute of Technology’s Sloan School of Management where he earned the Martin Trust MBA Achievement Award and led the MIT Energy Club.
