This panel will address building renewable energy projects that support affordable housing developments, in line with Vermont’s commitment to an equitable transition to clean energy. Speakers will address federal tax credits available for energy and housing development that benefit low-income housing or communities, partnerships between housing and energy developers, permitting challenges, and case studies of innovative developments in Vermont.
Moderator: Drew Kervick, Attorney, SRH Law
Drew Kervick’s commercial real estate practice focuses on affordable housing, community development and historic rehabilitation projects. He helps clients buy, sell, and renovate commercial properties using conventional bank financing, tax credits (such as low income housing tax credits and new markets tax credits), and less conventional project funding such as crowdfunding and the opportunity zone tax incentive. Drew additionally has extensive experience providing real estate and business law support for the development, acquisition, sale and financing of renewable energy projects.

Jess Neubelt Developer, Evernorth
Jess is a Developer at Evernorth, where she manages the new construction and renovation of affordable housing communities across the state as well as the funding and installation of solar arrays to support the electrification of Evernorth’s portfolio. She brings nearly a decade of experience in the development field, including time in historic preservation consulting; working on single-family home renovations for low-income, first-time homebuyers; and as an affordable housing developer in the mid-Atlantic. She has a particular interest in leveraging green financing tools to support the electrification and decarbonization of existing and future housing stock.
Peter Schneider Senior Consultant, VEIC/Efficiency Vermont
Peter Schneider works as a Principal Engineering Consultant at Efficiency Vermont in Burlington, Vermont. He provides technical support to builders, architects, engineers, affordable housing agencies, and homeowners participating in a number of different programs such as Efficiency Vermont Certified: High Performance Homes, Advanced Manufactured Homes, and Passive House. Peter’s goal is to help his clients design and construct more energy-efficient, healthy, durable, and sustainable buildings. Peter is a certified Passive House Consultant. His current focus is supporting the State’s Zero Energy Modular & Advanced Manufactured Homes programs.
Maddy Murray-Clasen Innovation Project Manager, GMP
As the Innovation and Resiliency Project Manager at Green Mountain Power, Maddy designs, coordinates, and delivers pilot and resiliency programs that help customers cut costs and carbon with energy storage, EV charging, and more. Maddy also works with communities on utility-scale storage programs that are leading the way in the country. She has extensive experience working in the renewable energy and battery storage industry and graduated from the University of Vermont where she studied environmental studies and political science.
